I am sure Gary Reeder could do it. Most any gunsmith could.
I have done it myself the down and dirty way. Ain't fun but it worked. I started with a slightly undersize drill bit .. went slow ... then used a fired .22 Magnum cartridge fixed to a screw with the head cut off so I could put it in an electric drill. Valve grinding compound on the .22 Magnum and lapped out the chamber to the correct size. Took a few days of careful work but made a nice rifle when I was done. My daughter used it to kill her first Javelina when she was 11. I used a Mossberg barrel.
