Another option...
It sounds like a "Ruger problem" all right and I think they should be given the chance to make it right.
However, Millett makes their AngleLok rings for the Ruger. They will give you considerable windage adjustment. I have been quite happy with them on non-Ruger platforms. Just got a set for a No. 1 but haven't shot it yet. They were a bit 'fussy' during installation...kind of a three-handed affair...but they seemed to lock up solidly at the end.
