Check the rings first...
My first Ruger M77 had a set of rings that were like yours, I couldn't bring the groups far enough right with a Leupold Vari-X II 2-7. A gunsmith buddy of my dad's shimmed one ring with an aluminum flashing shim cut with stout scissors. He put this between the fixed dovetail clamp on the ring and the receiver cut.
After deer season I sent it to Ruger and they replaced the rings.
