WAAAAYYY Left.....

I am having an issue with my Ruger 77/17 Mach2. It shoots way left, especially at 100 yards. With one scope I had just enough adjustment to get the bullets centered in the bullseye, with one click left over, another scope I ran out of windage adjustment, groups were 4-5" left with the scope cranked all the way to the right. Yes I double checked to make sure I was turning the windage knob in the correct direction. This is a complete factory rifle, though a few years back I bought a Green Mountain 22lr barrel for this rifle, it had the same issue.

While at the range I checked the crown, all good. Then I thought maybe the V block was not tight or the left screw was tighter, checked that, all OK. I undid the screws, then cranked the right screw down really tight then the left screw just finger snug, not change on bullet impact. So what might be the problem??? Receiver end bored off center? Bent barrel? Look straights, the barrel to receiver, V block to barrel/receiver fit seems to fit snuggly. Matter of fact nothing on the rifle feels loose or ill fitted.

I am hoping for a simple fix without having to send it back to Ruger, really hate shipping long guns, but at this point sending to Ruger might be the only option. Any one ever heard of this kind of issue? Suggestions?
