They will selectively shut down orgs that deal with the
public first and encourage them to call their congressman.
The NFA branch is effectively down. People are there answering the phones, yet telling callers no status reports, no work on forms, etc. Unless they laid off everyone except the phone clerks I can't see why they are at work and NOT WORKING.
I say shut off the HVAC to these buildings to save money. No air conditioning for you, gubmint worker.
