'minority', 'women' and 'veteran' owned businesses are - by law - given priority on many contracts.

Even if the product is only made by one manufacturer, we have to purchase it from some 'middleman' since the law says we have to buy from that "small business" instead of directly from the manufacturer.....and the taxpayers often pays more, but the business hires people (even if it's sometimes just to process paperwork).

SO....

I worked for a metal fabrication company for a year that held numerous military contracts. Mostly products for the Army, at least one for the Navy. I can remember moving stuff around, or being made to take it out back and hide it because the inspectors were coming and they didn't want them to know how far along in the run they really were. I always "assumed" it was for intentional overruns, that they would either be paid for, or get to sell with Uncle Sam footing the bill for the materials.
