The right to carry openly has been restricted in California since the 1960's. It response to the open, loaded carrying of firearms by the Black Panthers, the Republican controlled legislature passed a law making the carrying of loaded firearms in a public place a crime. It was signed into law by the governor post haste. You know, that commie rat-bastard Ronald Reagan. 
IIRC the open carry of firearms is also illegal in that bastion of liberal socialism, Texas.
