In that condition most likely an arsenal rebuild. I have a 1943 Reningto in that condition with the Odgen Arsenal and inspectors cartouches.

I will forever regret not coming up with $500 for an 03-A3

with Keith's cartouche and it was MINT. Literally only carried by a plant guard 6 days a week and only during the war after which it had been carefully put up, not even hunted with!

Selling my 1903-A3 Remington Modified in almost new looking condition for a hundred and eighty bucks, but that was then . . .
