ATS-34 is a good steel, but not new
ATS-34 used to be the "go to" steel for custom knives, now 154CM is about the same thing and custom knives have become more esoteric.
I don't know that I have heard of Wayne Clay but you should be able to do some google searching and find information. These days custom folding knives are usually fairly expensive, and can be really, really expensive. Spyderco and Benchmade both make very good folding knives for reasonable prices. Before spending a lot on a folding knife I would do a lot of research.
