Interesting, but I don't understand...

Why any legislator would have to introduce anything, or why anyone would think they could enforce such decrees. The executive branch does not have the authority to create law and re-defining law is the same as creating it, so would be beyond his reach. If Congress passes law to limit his actions in this matter would it not be the same as accepting he has the authority to make these over-reaches?
