Tribal Court is the key phrase; as an 'independent nation', they do not have to comply. I do find it implausible that tribal police/courts did not know he'd bought the guns. After all, it is a much smaller, more compact population than that of Seattle. I-594 will never solve the problems it purports to address, it is another libtard feel good law.
