Sounds like Obama is using what would normally
be termed "unlawful command influence" to quash the thing at Pentagon level. After all, he doesn't want to admit what is plainly obvious: that he traded terrorists for a deserter. He COULD simply take over jurisdiction of the case, (something most famously done by Nixon in the case of LT Calley) but that would require him to actually take responsibility for something.
