For a rifle it's CZ, For a pistol it's Ruger
If you don't mind a bolt rifle, CZ makes the most accurate, rugged, and durable 22 rifle of anybody. I've got 4 of them, counting the Scout kids rifle, and each of them will put 5 rounds of high velocity ammo that they like into under 1/2" at 50 yards. The full stock model will put 5 rounds into under 3/8".... They are built like a tank, all steel, and except for the Scout, they are full size rifles. Triggers are easily adjusted to a decent pull of around 2.5 to 3 pounds... I've got a LOT of other 22 rifles ranging from 10/22's to Kimber Super America's and the CZ is hands down my favorite.
For a pistol, I still think Ruger makes the most rugged, accurate 22 pistol; they should they've been making the same basic pistol for 60 years now. I don't think you could ever really wear out a MK II pistol. The 22/45's are nice too. Mine are all very accurate with ammo they like, always reliable, and just work. Again, I have lots of other 22 pistols, but if I could only have one, it would be a Ruger...
