16" LW, 'medium length' upper, flat-top -recommends
I've built three or four rifles on Del Ton kits. You can get a full kit minus stripped reciever for under $500.

All of the ones I have built have been reliable and accurate.
I have used several YHM free float tubes, they have one that has a full rail on top and short rails on the front few inches left right and bottom. They are a bit big on diameter. For a nice thin slick rail, I really like the one in my Troy carbine. Nice, but they ain't cheap!
