Since you've already tried another barrel, I'd guess that's your answer.

I wonder if turning the rings around 180 degrees will help? Or will a Ruger Ring work with the fastening nut on the other side? Could it be a ring problem?

If accuracy is good, and you can live with not knowing, Burris Zee Rings will get you all the adjustment you want.

My first Ruger M77 had a set of rings that were like yours, I couldn't bring the groups far enough right with a Leupold Vari-X II 2-7. A gunsmith buddy of my dad's shimmed one ring with an aluminum flashing shim cut with stout scissors. He put this between the fixed dovetail clamp on the ring and the receiver cut.
After deer season I sent it to Ruger and they replaced the rings.

with this model due to the means of manufacturing. I.e., it is common enough to be a known problem but not common enough to have affected sales. SEND IT BACK.

The front of the receiver was not square, and you could actually see that the barrel was pointing to the left. The only reasonable fix is to send it back to Ruger. Call Ruger, explain the problem and ask for a shipping label to return it....

It sounds like a "Ruger problem" all right and I think they should be given the chance to make it right.

However, Millett makes their AngleLok rings for the Ruger. They will give you considerable windage adjustment. I have been quite happy with them on non-Ruger platforms. Just got a set for a No. 1 but haven't shot it yet. They were a bit 'fussy' during installation...kind of a three-handed affair...but they seemed to lock up solidly at the end.
