Probability of being searched when

legality might be questionable is the only excuse I can imagine. Just got back from riding the bike. With their random stop and frisk operations 'round here it's too much of a risk to carry since they've outlawed riding while armed. Even metal detectors don't always stop me, I've bluffed myself through more than one checkpoint by asking a question as to how to get where I'm going in the building. Only gov't buildings have managed to snag me so far, and they are all equipped to cache your weapon while on the premises. Ironically, I've managed to get into them with a pocket full of ammo (I ALWAYS unload prior to handing over my weapon) every time. The other situation is when the president comes to town so they declare a "no carry" policy for the duration, or elections or certain holidays the same thing happens. As mentioned above, a heavy cane and other items have to fill in during such occurrences.
