If you reads some of the comments to the article (at the bottom), there seems to be a question of the existance of the confiscation plans. Senetor Grisanti (the Senetor from my district) who voted for the current law said that that the version with confiscation does exist. He cited its existance as the reason why he voted for the bill in it current form (audio of that interview is here http://www.wben.com/ and it is in more than one part).
